HL Fleet Bot Manager

Promotion gates — a shadow bot becomes a candidate only once it has n ≥ 100 trades in the aligned window (measured from the youngest bot's first trade — the only fair comparison), its EV beats the baseline over that same window, and its EV stays positive across both halves of the run (not a lucky streak). Below that threshold every bot is collecting-data and its strategy is frozen — no filter changes until judged, or the sample resets to zero. At n ≥ 150 with no edge, a bot goes to kill-review. Stats regenerate every 15 min on the host box and push through the normal autocommit → Vercel pipeline.
